In the first one it has broken the author deals with the historical context of the federalism that was the intentional fact or not, of the modern federalism. How much to the subject the federal model of State is the federalism, creation of the conventionals of Philadelphia when congregated with the objective to improve the union of the States where it had converted, that is, the thirteen British colonies of the North America in 1787.
